Use the portal that matches where your residence file is administered — not a single “best” brand for every mover. In practice, Dubai residency operations often sit with GDRFA Dubai; federal ICP covers Emirates ID and residency paths outside that Dubai channel. Overlap exists; your landing emirate and sponsor’s filing path decide which screens you actually need.
The emirate split (working model)
- Dubai — many residency visas, renewals, and related services for Dubai-based files run through GDRFA Dubai services (as of August 2026). Service centres marketed as Amer are commonly used as the in-person front door for those Dubai filings.
- Federal / other emirates — ICP services is the federal smart-services entry point for identity and immigration products that sit outside Dubai’s GDRFA catalogue, including Emirates ID as a federal identity product.
Where they overlap
Emirates ID status, some renewals, and digital identity checks can surface across federal and emirate channels. A Dubai residence file does not mean you never open ICP — and an ICP login does not replace GDRFA when your visa file lives there. If your employer’s PRO says “use Amer” or “use ICP,” ask which application number and authority owns the file, then verify on the official service page.
How to choose without being told which visa to take
- Confirm the emirate (and sponsor type) where your residence will be filed — that is a fact from your offer letter or sponsor, not a preference we can set for you.
- Open the matching catalogue: GDRFA for Dubai-administered residency services; ICP for federal identity / non-Dubai residency services.
