Most "move to the UAE" pages are Dubai pages with the emirate name swapped. The shared steps are real: a residence path, a medical, Emirates ID, then a bank that asks for that ID. Housing and utilities are not shared. Dubai registers a lease on Ejari and connects power and water through DEWA. Abu Dhabi registers a lease on Tawtheeq and connects through ADDC. Using the Dubai names in Abu Dhabi is how people book the wrong appointment.
What stays the same across emirates
Identity still comes before the flat. Medical fitness and Emirates ID sit on the UAE residence path, not on an emirate housing portal. The sequence we use for that is medical and biometrics then Emirates ID. We do not pick a visa for you. Confirm the route with the sponsor or the official channel that issues it.
Tawtheeq, not Ejari
ADDC describes Tawtheeq as Abu Dhabi's register for tenancy contracts, covering Abu Dhabi city and surrounding areas. It says property owners and management companies in that catchment are required to register the contract. Once you are registered, ADDC says it sets up the water and electricity accounts, so a separate moving-in application is not the default path. If you are not registered, ADDC says you need other evidence of tenancy or ownership, and that it may not be able to connect you. Read ADDC — understanding Tawtheeq.
The online registration service is on Dari, under lease services, as "Register tenancy contract" for the lessor. That is the landlord-side flow. ADDC, not DEWA
ADDC's connection page repeats the split. Rent inside the Tawtheeq area: accounts are created from the registration, and you activate the online account with the ADDC account number. Bought the property, or living outside the Tawtheeq area: send a move-in application. ADDC says it is accountable to the Department of Energy. Confirm on ADDC — how to connect. What not to copy from a Dubai list
Salik and a personal Nol card are Dubai Roads and Transport Authority products. An Abu Dhabi parking or bus account is a different operator. A UK driving licence exchange in Dubai is an RTA service; confirm the Abu Dhabi channel separately rather than assuming the same counter. This is relocation admin, not a neighbourhood ranking and not a visa recommendation. The UK-side notifications before you fly are unchanged by which emirate you land in: telling HMRC you are leaving.
