Keeping your UK State Pension on track from the UAE: voluntary NI after the April 2026 rule change

From 6 April 2026 the rules for paying voluntary National Insurance from abroad changed. What UK movers to the UAE can still pay, who qualifies, and how to apply with form CF83.

UK paperwork — voluntary National Insurance and the State Pension from the UAE

Leaving the UK doesn't end your State Pension — but it does stop your National Insurance record filling up by itself. For UK movers to the UAE, where there's no income tax deducting NI on your behalf, every year you work in Dubai or Abu Dhabi is, by default, a gap year in your UK record. Voluntary contributions are how people plug those gaps. And from 6 April 2026, the rules for doing that from abroad changed significantly.

What changed on 6 April 2026

Two things, both confirmed on gov.uk.

First, voluntary Class 2 contributions — the cheap route that many expats working abroad used to rely on — are no longer available for time spent abroad. In gov.uk's words: "You cannot pay voluntary Class 2 National Insurance contributions for time abroad."

Second, the qualifying condition for Class 3 from abroad got stricter. Previously you needed 3 years of continuous UK residence or NI contributions. Now you must have either "previously lived in the UK for 10 years in a row" or "paid 10 years of qualifying National Insurance contributions in total." Most people who grew up and worked in the UK before moving will clear this bar comfortably; people who arrived in the UK as adults and left within a decade may not.

There is a transitional window: if you applied before 6 April 2026, gov.uk states you have until 5 April 2027 to pay contributions and to apply for Class 3 for the 2026 to 2027 tax year under the previous rules. If that's you, don't let the window lapse unexamined. Confirm on gov.uk — voluntary NI if you live or work abroad.

Why bother at all

You need 10 qualifying years on your NI record to get any new State Pension. Years you miss while in the UAE don't disqualify you — but they don't count either, and the pension you eventually receive scales with your qualifying years. Voluntary Class 3 currently costs £18.40 a week for the 2026 to 2027 tax year. Whether that trade is worth it depends on your age, your existing record, and how long you'll be away — which is a judgement for you (or an adviser), not for this page. What this page can tell you is the mechanics.

One thing voluntary NI does not do: it doesn't cover your healthcare in the UAE. Your UAE medical insurance is a separate, mandatory matter — see our health insurance guide.

The sequence

Before anything else, get your State Pension forecast. The gov.uk forecast service shows how much State Pension you could get, when, and "how you could increase it (for example, by paying to fill gaps)." It requires signing in and possibly verifying your identity with photo ID — far easier to sort while you still have UK documents to hand. (If you're already drawing your State Pension, the forecast service isn't for you; from abroad, that's the International Pension Centre.) Start at gov.uk — check your State Pension.

Then apply with form CF83. Gov.uk confirms this remains the application route for paying voluntary NI for time abroad: "You can apply to pay voluntary National Insurance contributions for time abroad using form CF83." The accompanying guidance is leaflet NI38, Social Security abroad, which also lists the countries holding a social security agreement with the UK. See gov.uk — National Insurance if you go abroad.

Mind the deadlines. You cannot pay for a gap once you've "passed the deadline for paying contributions for the period that has gaps," and you can't pay at all if your record has no gaps. The rates rules for backdated years have their own wrinkles — check the current gov.uk rates page for the years you're filling rather than assuming this year's rate applies.

The part nobody mentions until later

The UK pays the State Pension worldwide — "We pay the UK State Pension worldwide" is gov.uk's own wording — and from abroad it can be paid every 4 or 13 weeks. But annual increases are a different matter. You only get the yearly uprating if you live in the EEA, Switzerland, or a country with a social security agreement with the UK covering increases. The UAE does not appear on gov.uk's list of countries where the annual increase is paid. If you retire in the UAE, your State Pension is frozen at the rate in force when you left or first claimed. If you later return to the UK, that changes — gov.uk notes the abroad rules "no longer apply once you return to live or work in the UK." The country list is gov.uk — countries where the annual increase is paid.

None of this needs doing in your first week. All of it is cheaper to think about early. Get the forecast before you lose easy access to UK ID verification, file the CF83 once you're settled, and make the pay-or-don't-pay decision with the actual numbers in front of you.
